Duties
The Chair shall be the principal executive officer of ILMSA and shall in general supervise and control all of the business and affairs of ILMSA. The Chair shall preside at all meetings of the members and of the Board. The Chair may sign, with the Secretary or any other proper officer of ILMSA authorized by the Board, any contracts or other instruments which the Board has authorized to be executed and any amendment to the Articles of ILMSA’s Organization, if any, and, in general shall perform all duties incident to the office of Chair and such other duties as may be prescribed by the Board from time to time
Background
Phil is founding member and coach of “Phil’s Phish” a Masters Swim Club in the Chicago area. Phil has swum competitively since age 9: High School, College and 34 years in Masters. Experience in the USMS national organization includes: 5 years on Board, 2 as Treasurer and member of the Finance Committee and Investment Committee since 2007 and 2011, respectively. For Illinois Masters he served as Treasurer or Finance Chair from 2005 to 2021 and elected Chair in June 2021.
His favorite events, all in short course, are the 200 free and 200 fly, but his newest swimming passion is coaching Phil’s Phish where he provides year round daily workouts and in summer months hands out home grown tomatoes and cucumbers to workout survivors.
Phil and wife Nancy are Chicago residents with three children, the two oldest – LAX coaches and youngest – learning disabilities teacher.

Marissa Filippo – Secretary

Duties
The Secretary shall keep the minutes of the meetings of the members and of the Board in one or more books provided for that purpose; see that all notices are duly given in accordance with the provisions of these By-Laws or as required by law; receive all notices on behalf of ILMSA and, together with the Chair, execute on behalf of ILMSA amendments to policies and procedures established by the Board; be custodian of the records; and in general perform all duties incident to the office of Secretary and such other duties as from time to time may be assigned to him/her by the Chair or by the Board.
Background
Marissa is a lifelong swimmer and lover of the sport. She swam competitively as an age-grouper on a club team and through high school. She was elected to the ILMSA Board of Directors in 2017. She was ILMSA’s Volunteer of the Year in 2017. Marissa is a USMS Level 3 certified coach and Adult-Learn-To-Swim instructor.

Michael Weiss – Treasurer

Duties
The Treasurer shall have charge and custody of and be responsible for all funds and securities of ILMSA; receive and give receipts for moneys due and payable to ILMSA from any source whatsoever, and deposit all such moneys in the name of ILMSA in such banks, trust companies or other depositaries as shall be selected in accordance with the provisions of Article VIII of these By-Laws; and in general perform all the duties incident to the office of Treasurer, Financial Operating Guidelines as may be established from time to time, by ILMSA, and such other duties as from time to time may be assigned to him by the Chair or by the Board and consistent with the USMS Financial Operating Guidelines as published from time to time.

Barb Delanois – Membership

Duties
As Membership Coordinator shall be responsible to register all swimmers in ILMSA consistent with the rules established by USMS. The Membership Coordinator shall maintain the database of registered ILMSA members and shall maintain ongoing communications with USMS regarding current ILMSA members.
As a member of the Registration Committee, she administers and manages all registration activities. This group maintains a current listing of all registered clubs, teams, and swimmers.
Background
Barbara has served on the ILMSA Board since 2005 and as Membership Coordinator/Registrar since 2015. She also served as the USMS National Board of Review Chair 2012-2017. She was a star diver in college and entered Masters swimming at the young age of 45.
Barb is a sole practitioner lawyer in the Danville, IL area where she also enjoys growing tomatoes and raising chickens and eggs on her farm/home, playing golf and traveling weekends in her RV to watch her grandson’s college football games.

Dan Reisner – Finance

Duties
The finance committee maintains the financial records of the organization. This committee always contains a CPA who assists the Treasurer with the filing of tax returns and associated items. The Finance Committee is also responsible for the ILMSA operating budget.

Duties
Sanctions: Assists meet directors in rules of obtaining a USMS sanction for swim meets and open water events.
As a member of the Competition Committee along with the Officials representatives and Meet Directors, they ensure proper meet procedures and conduct. The Championship Bid Committee is a subcommittee (task force) of this committee.
As a member of the Long DIstance Committee, he promotes and coordinates the scheduling of all local open water events, and assists with the coordination of local and national postal events. This group is charged with improving the safety of open water swimming, and may sponsor open water clinics from time to time.

The Records and Tabulations Committee establishes and maintains standardized processes of recording and verifying times.
